Subject: [ospfd] enable more OSPF cost command aliases

The following syntax forms were not historically supported
by Quagga, although IOS accepted them w/o a problem:

no ip ospf cost <1-65535>
no ospf cost <1-65535>
no ip ospf cost <1-65535> A.B.C.D
no ospf cost <1-65535> A.B.C.D

From now on Quagga also supports these variants.
