correct key string.

write out actual RTEs.
(rip_output_process) remove the incorrect additional decrements
of rtemax. Prepare the auth_str, which simple or MD5 auth will
need. Move write out of RIP header and auth data to inside the
loop. Adjust paramaters as required.
